If you can get the Dragon addicted on a drug only you can provide, thats a pretty useful tool.
Semi even realizes this just before she dies, which is why she asks in despair why the Great Lord betrayed her. The DO got what he wanted when Rand almost killed Min, because it forced him to do something he wouldn’t do otherwise. And if Rand almost destroyed all existence at the end of the book with balefire, that is what the DO ultimately wanted too. The DO just wants to destroy all that the creator made, he doesn’t really care how it happens IMO.
