I was more ranting about how the Forsaken, who were really the only corporeal Scary Guys left in the series, were defanged in tGS, and Semi was the perfect example.
We're moving up in the hierarchy. At the beginning of the series, Myrddraal and Darkfriends were scary, Forsaken were unimaginable. Soon, we realised that Myrddraal and Darkfriends weren't that much of a threat in themselves, and the Forsaken were scary. Now, we've moved up again, and we're leaving the Forsaken behinf to face the present threat - Shaidar Haran, Moridin, and above them: Shai'tan himself.
Sephiroth was... not especially interesting. I've only played Final Fantasy I and IV to VII, but he's not much different from Golbez or Exdeath, to my knowledge. Kefka was the awesome Final Fantasy villain.

And Sephiroth was another example of how, essentially, evil is cool. If he had suddenly been spanked, or confessed to his therapist that he just wanted his alien mommy to love him or whatever, he'd have been a lot less menacing.
