Of course at least some of them are hold by the Empress or Tuon, because as the rulers of Seanchan they naturally have the privileges to get these damane. They also have e.g. the best fighters and the most powerful ter'angreal. Since a super strong damane would be very helpful for Tuon on her war, it furthermore simply makes sense that Sera is one of these super strong. Therefore any list ignoring Sera is most likely wrong, IMO.

Alivia is the strongest damane we know. There may or may not be a damane or some damane who equal or exceed her. We might never know.
Tuon said that Sera was the strongest of her damane - out of six in attendance. To make the leap that Sera is high Forsaken strength is illogical IMO. Egwene was special enough that they wanted to present her to the Empress for her abilities. It doesn't mean she's Lanfear.
