Plutonium, which is used to produce nuclear weaponry, develops as an after-product of the fissioning process. So nuclear reactors, in the process of creating energy, create a byproduct which are essential for a bomb.

This is not the case with the Choedan Kal, necessarily. The amount of Power produced by the sa'angreal is largely a neutral force - it is the channeler that has to shape it towards a desired end.
