The "new list" is an updated female strength list after new female channelers were introduced in the series, Lanfear weakened and maybe Nynaeve became stronger due to the Cleansing.
Therefore I definitely wouldn't include Lanfear on the "new list". She probably only appears as Cyndane on the new list and thus isn't among the six strongest.
I think it makes some sense that at least one of Tuon's personal damane, namely Sera, Lydia, Dali, Dani or Charral (see WH, ch. 14), is among the six strongest female channelers. After all Tuon states, "the six she had brought with her were her best". Most likely it's at least Sera, who is called by Tuon "the strongest, and proud as a sul'dam".

I think the new list includes ALL channelers, only it is updated with new additions and maybe revisions to some of RJ's original ideas.
In effect, it would replace the old one, which was more like a first draft, in my view.
So I think Lanfear would still be at the top. Think about it, if the new one was only updated with new characters and new developments, how come Nynaeve was at the top of the old one? Lanfear has existed from the start, and would have topped the old one as well.
My view is that the old one excluded all Forsaken, and was probably pretty vague, with Nynaeve at the top, Egwene next, and Moiraine a level lower. Which ties in with RJ's old quote where he said that Moraine was at one strength level, and a step up brought you to Egwene and Elayne, and another step up brought you to Nynaeve.
The new list, I think, includes everyone, and replaces the old, rough draft.
