Mesaana meets with Alviarin. She tells Alviarin to learn why the heads of the Ajahs are secretly meeting together. She believes that Galina is dead. Alviarin notes that she is actually wearing a dress of bronze silk with black scrollwork. (TPoD,Ch25)
(Wot encyclopedia)

If Mesaana were Tsutama, it would be simple for her to learn why the Ajah Heads are meeting herself, instead of ordering Alviarin to do it. Mesaana obviously thinks that the Highest of the Red ajah (Tsutama, of course) participates in these meetings, since she's annoyed that Galina got herself killed.

I thought about Mesaana's instructions to Alviarin. When the Ajah Heads got together after the Seanchan raid Tsutsama was not included. Durning Elaida's reign the Red's were very prickly and separated from the rest of the Tower. When Egwene was being escorted to visit Sisters the Red escort wasn't allowed in other Ajah quarters. I assumed the Grey, Green, Yellow, White, and Brown Ajah Heads were getting together without Tsutsama.

Also, I like Tsutama and hope we get to see her again, it would be a shame if she was Mesaana.

If Tsutsama is not Mesaana i like her to. Whatever else she is she is competent. She could so alot to heal the tower. The Reds need a few good guys after Galina, Katerine, and Elaida.
