I believe that you cannot make a ward completely preventing Traveling.

That just doesn't seem conceptually possible, especially on such a large scale. But, if one were to create a ward that could detect ONLY gateways, I think then that one could create a ward that would immediately target that area with lightning, or perhaps Blossoms of Fire, stopping anyone from coming out of the gateway.
