Although TG will decide the fate of the world, nothing is to say that the world's fate won't be put in jeopardy again in future ages (the outriggers would presumably deal with another time in which that happens), so I think the prophecy could well refer to a time after TG.

Few Prophecies we know of directly deal with a time after TG (Min's Viewings of the lifetime of a person are the exception, IIRC). The reason is that the common Prophecies are a kind of guide, especially to be prepared for TG. Therefore it's very unlikely that Nicola's Foretelling (and e.g. the Wise Ones had a quite similar Dream) deals with a time after TG. As we pretty much know, there will be a big battle at Tar Valon. Plus, BS said that the main characters, i.e. also Rand & his girls, will be reunited shortly before TG. Thus it makes more sense that this Prophecy refers to a time before TG (or during), not after; especially if you believe - as I firmly do - in the theory that Rand will fake his death to outwit the Shadow.
It also doesn't make sense that RJ would basically tell the characters through Nicola's Fortelling that TG will be won, but that the world will still have an uncertain future. Finally, this also doesn't seem consistent with the 4th Age texts, which tell that the Dragon Reborn saved the world (not that after TG the future was still undecided).
