RJ was once asked whether the Isle of the Madmen would feature in the last books of the series. His answer was that he was undecided, because some of the events he had planned could happen there, but they could just as well take place on the Main Continent.
To me this could be construed as meaning that Demandred's army of mad male dreadlords could either be shown as he gathers them in their native land, or they could be shown as they arrive on the mainland.
I find it strange Jordan wouldn't have certainty about a plot twist as large as Demandred's recruitment in the distant land of the Madmen. On top of that, the fact that the land isn't mentioned in the books speaks against that possibility. If an unexplored country's going to be described, it will be Seanchan or Shara, since there are hints about it in the storyline.It would be too much of a strain to introduce a third.
In case Demandred really recruits in the Land of the Madmen, the scene will be too important not to describe, and I don't see that happening.
