Of course, once he was shielded, two Forsaken strength women would most likely be able to maintain the shield on him.

As for maintaining a shield in general, the Berowin example is unique in the books. She has a unique shielding Talent. In all other cases, strength is the primary indicator of shielding ability.

It seems you'll need a minimum of 6 Aes Sedai to hold Rand or Logain shielded, probably 4 Aes Sedai to hold Lanfear shielded, 3 Aes Sedai to hold Semirhage, and it seems 2 Aes Sedai to hold Moghedien (equivalent to Nynaeve's strength at the time of CoS, when she was held by two Black Ajah sisters).

1 seems sufficient to hold Egwene, although the Amys case - which might be a mistake - suggest you may need about 1.5 sisters to hold Egwene.
