The growing song Rand heard required Nym, there are no Nym left. Someshta was the last one and he died at the Eye. Besides that no one knows how to test people for the ability to Sing.
Personally, I think with Rand's darkness under control the green things will start to grow once again. There's the prophecy relating the Dragon and the land being one. There's also the fact that his epiphany at the end of tGS caused the clouds to open up. The constant cloud cover is certainly part of the problem, assuming that Rand's recovery leads to the breaking of the cloud cover everywhere things should improve. Once he defeats the DO things should revert completely to normal.

But there isn't any great, compelling proof for it. The 'Song' isn't literally one magical song to find, but rather a lost technique.
What is the purpose of even mentioning a Song and having Egwene using TAR to take her to the Tuatha'an meetingplace in order to 'preserve the people and the world'? The Song is the only thing the Tinkers are useful for, yes? That would be proof enough for me to unbalance all the uncertainties on the other side.
That no one knows how to test for the ability to sing is a fairly weak argument since people seem to be rediscovering lost Talents and techniques all over the show lately.
