I would think that at least each Ajah Head knows the AS in their respective Ajah. Certainly there are also other AS in the administration of the WT or each Ajah, who know, who the Sisters in the WT are. After all, otherwise there couldn't be the record of who was killed, captured and BA after the Seanchan attack.
However, even if it were possible for Mesaana to create a new AS identity in the WT, Mesaana can't be one of the AS we get to know in the series, because they are known to others and obviously have a past (e.g. Danelle).

What about a sister who's been retired returning? Or one who was rarely in the tower like Moraine?
Or as I often think, we might be thinking more about this than Robert Jordan ever did. If he accidentally wrote himself in a corner he could write himself right back out! So, if Graendal says AS then I have to assume AS it is. Plus, she would want the freedom being AS would have granted her back before the division.

I still think Mesaana is not posing as an Aes Sedai.

Where is an exact quote saying you can make your power an arbitrary amount?
