You're talking apples and oranges:
Apples: The threads burned out in THIS AGE (ie Forsaken) can not be brought back in another body in THIS AGE.
Oranges: Souls will be brought back in the next age. I don't think Balefire prevents this.
Thus, both Sanderson and RJ are right, they're just talking about two different things.
