At least, lower than what it is. Don't think there's a case of making your power seem HIGHER than what it really is. I think Moghedian did it. Regardless, I know it's possible.

And, taking the place of a powerful sister wouldn't be enough. Egwene's far and away stronger than any other Aes Sedai.

Then there's Nynaeave, who's far and away stronger than Egwene.

And Nynaeave at her max potential is about equal to Mesaana.

And, if it wasn't possible to come off as weaker than you are, Graendal would never have considered that Mesaana was actually impersonating an Aes Sedai, because at full power the lie is revealed, and at no power when no one else can do that the power is also revealed.
