It would simply be too risky to try to act like a known Aes Sedai for an extended period of time. She must be there among the service personnel in the tower IMO. Plus, there are the following considerations...
Mesaana would undoubtedly be stronger in the power than almost any of the Aes Sedai that she could be acting as. She would have to have some method of making her strength in the power seem lower than it is. I don't think there is such an ability. You can disguise your ability to channel, but I don't think you can make it seem that your strength in the power is any arbitrary amount.
Thus, if Mesaana is there as an Aes Sedai, she either constantly disguises her ability to channel or she has usurped the position of one of the strongest channelers among the Aes Sedai, which would be risky to say the least.
Likewise, if she is there as a novice, surely sisters would make note of the incredibly powerful novice who is already stronger than most if not all full sisters and has not reached her full potential yet.
For these reasons I think she must be among the servants in the tower.
