What rebels? The White Tower rebels/Salidar camp? And by traveled do you mean Traveled? Whatever it is, the theory sounds absurd. The only theory involving time travel that has any merit is the theory that Aviendha time-traveled when she opened her gateway to Seanchan, based on the time of the day and the location of the sun, in conjunction with Robert Jordan's claim that he had not made an error. However, most (including myself) believe that RJ had indeed made an error.

Remember that Rand has seen Hawking personally, after Mat blew the Horn of Valere in Falme. I'm not saying that I'm convinced it's Justice, but the evidence against this theory is slim.
