Was it ever stated directly that Tiana Noselle, Mistress of Novices in the Rebel Camp, was black Ajah? Egwene thinks about the need for a new Mistress of Novices in the Tower, yet only ever thinks about having executed her Keeper.
I think she'll be end up being BA, but it could be a continuity error.

Not entirely sure whe she made the comment, but she was probably already planning to have Silviana as her new Keeper and Katerine Alruddin was known to be Black Ajah. That means all the previous MoN in the Tower are unavailable. Tiana may be the new MoN in the Tower but there is still the issue that the rebels have lost face after having to apologise for rebelling and the fact that she seemed to be struggling to control the large numbers of novices.

I think that Sharina will be a candidate or involved somewhere.

As an aside, how many will be raise to Accepted and to Aes Sedai from the rebel camp now that they have the ability to do so?
