No I don't think they could.

First of all let's remember that RJ also said that Rand has a bad habit of overestimating things i.e. the number of trollocs that attacked the manner in KoD.

Also, neither Rand nor the Choedan Kal manufacturers actually know how powerful the DO is quantitatively so they only ASSUMED they could beat him directly with both Choedan Kal. Let's also remember that right now the pattern is royally screwed and it probably wouldn't take much to tear it apart especially compared to its normal state. So Rand's statement was probably true, but not as impressive as it might have been otherwise.

Because of that, I don't think that the Choedan Kals would be enough to put paid to the DO for all time (destruction of the world set aside entirely).

Yes RJ said balefire could technically kill the DO. Still, no matter how you slice the cake, the One Power is just an off-shute of the Creator's power. Not even he could get rid of the DO forever with the OP and he had ALL OF IT. The Choedan Kals are strong, but they couldn't channel every last drop of the OP at once even together and Rand only has(d) one.
Val Hala sucks, trust me I've been there. No one bathes.
