That Rand normally would have made a treaty, and that this was how it was supposed to be, but the ta'veren effect was corrupted by the True Power's influence on Rand. It's even said that Tuon sees the dark halo around Rand and for this reason decides not to ally with him.
Or at least, it helps Egwene become Amyrlin, and so indirectly helps Rand, though I'm sure he'll pay more of a price in the books to come, unless he can get his treaty after all now that he's less dark (perhaps by being willing to kneel before Tuon?).
