What I thought is the "binding of the Nine Moons" meant the raising to the High Blood. To be bound to the nine moons of the Seanchan Court, if that makes any sense. Part of the ceremony of the raising to the High Blood would having to kneel before the Empress, who might be conveniently on the Crystal Throne.
