The trust issue could be true. But who is to say the Ashaman do not already? For all we know, each Ashaman already fully trust some other Ashaman, just not AS. Soldiers trust other soldiers with their lifes, or else you can't fight any battle. Just go back to DW. When they made the air dome, they reach made a piece of the Dome, and you had to trust other Ashaman making their piece, or your part of the dome is useless.

The a'dam is not a gun - more like a permanent jail I should think, one that is very effective at breaking the spirit completely. When you know you are facing a ruthless enemy who wants to enslave every single channeller by means of that device, which they can produce as many as they wish, the only chance you have is to figure out how to counter it and render it useless.
As for the trust issue, I believe that the a'dam bracelets only work for female sul'dam. The Ashaman would have to trust women - Aes Sedai - to let them out when they ask. Considering the level of mistrust and suspicion between male and female channellers, that's a toll order.
