Moridin doesn't care about the Forsaken, he wants the DO to be free so he can unravel the Pattern. Using balefire destabilizes the Pattern, something that the DO wants. Basically, using balefire to excess serves the Shadow in the end.
in earlier books or the bwb, it was said that during the war of power both sides stopped using balefire. verin says that even after years of study she still doesn't know what the DO wants, so i think the issue is unclear still.
