We have never seen the ta'veren effect acting like compulsion before. Plus, why would Tuon keep seeing dark shadows around Rand? Also, the pattern was NOT wanting a truce with the Seanchan at this time. Egwene had already dreamed of an attack by the Seanchan on the tower and there have been prophesized things that need to happen with the Seanchan first.
I say it would have been against the pattern if Rand had forced Tuon into a treaty at this point. It could have been disastrous-- because it would have disturbed many events that were to come later. How would Egwene have become the Amyrlin?
The main thing that opposes the pattern is the Dark One. Ta'veren does not oppose the pattern, ta'veren brings the pattern back to balance. Therefore, I think that Tuon's weird feelings during her meeting with Rand were NOT an act of ta'veren. They were an effect of the Dark One's powers hijacking Rand's soul/ta'veren abilities. Otherwise there would have been no dark shadows.
The same thing goes with what Rand was saying about striking Cadsuane down with his ta'veren ability. This is not a ta'veren effect.

Did anyone think that Tuon's reaction to Rand in their meeting seems a lot like people's reaction to compulsion? In particular, the reaction to taverenness is different: Verin remembers words of her fealty spilling out of her mouth before she knew what they were. People can sometimes channel the One Power unwittingly and use compulsion unwittingly (e.g. untrained young Verin). I think Rand might be tapping the True Power unwittingly and compelling Tuon. Real compulsion can't really be resisted, but maybe not an unknowing small nudge. That increasing dark shadow hanging around Rand might be a sign of continued use of TP.
