You don't, because wielding the Power does not make you a power hungry megalomaniac.
That does not prevent the problem at all. The ability would crop up again. If the Kin can hide their true numbers and longevity from the White Tower which is keeping an eye on them, how do you propose a society of non-channelers prevent such a group from arising in their midst, and gaining strength and influence until it is time to take over? The Reds had it easy, because male channelers had no long term future, and could not try this, but untainted women? Give it no more 100 years after the death of the last known channeler before they are a major threat again.

Bull shit. Use your sul'dam to find women who can channel, and instead of torturing and enslaving them, kill them. Continue doing this, don't stop with the current generation. End of story.

Aside from using the Power in war, they do everything you mention, and they only refrain from the former because it helps them more than using the Power as a weapon does.

How does it help them? If they used it ruthlessly like the Sanchan did (say they used it against Hawkwing's besiegers), they be dominating the land in ways they can only dream of with just politics and manipulation.
The Seanchan Imperials needed the a'dam because they did not have time to breed a population of loyal channelers, but if the Tower tried to rule through the use of the Power on their enemies, every ruler or would-be ruler would be gathering his or her own force of channelers, and that would be the end of the Tower. Oh, they might survive as a polity, but they would be no more than any other state in WoT, even if they did maintain their superiority in ability or numbers of channelers.
And why exactly will the Tower leave rulers free to gather channelers? They can snap up whom they want, and if they can use the Power as a weapon, which King has the ability to stop them?
Anyway, by showing that the Aes Sedai chose a path of lesser power for the sake of greater peace, you defeat your own argument that hey are like the Seanchan.

Why? I think you need to explain why you believe channelers are inherently more evil.
As I see it, channeling is merely a tool. It can be used fo good or ill, and that is the case whether channelers use the ability, or someone else uses the ability through them. Its not like ordering assassination is morally different from holding the gun and shooting someone yourself!
How so? I am opposed to channelers being in charge. How is it hypocrisy to want normal people in charge of channelers? That seems like consistency to me!

Because nothing differentiated normal people and channelers except the ability to channel! The a'dam all but makes normal people channelers. So what has changed?
