I'm not so sure... I think they planned most of this event as their revenge on Semirhage - Edit 1

I think Shaidar Haran freed Semirhage and made sure she could get a clear path to Rand. I think they intended Rand to get collared.
Their ultimate goal was to corrupt Rand more by having him tortured by Semirhage and then lending him the True Power through Moridin.
Moridin would know exactly when to lend that thought of the True Power to Rand becaue Moridin could feel the effects of Semirhage's torturing as well.
I would wager that it was exactly their plan to have Rand use the True Power and then leave the access key for him so that he had something he could fight off the allure of the TP with.
By lending Rand the True Power, I think the Dark One has now hijacked much of Rand's ta'veren effect. The 'halo of darkness' around Rand gives us some visual proof. But the other signs include the people of Arad Doman noticing that Rand brought only bad events but no good ones, and the massive food spoiling that was happening around Rand.
I think Moridin planned for these kind of things to happen-- Semirhage was just an excuse to let Rand use the True Power. I don't think Rand just reached and used the True Power-- I think Moridin actively thought of the True Power and helped lend that thought to Rand.

But I don't think they expected Rand to channel the TP. So they left the Choedan Kal so Rand could balefire cities and unravel the Pattern.
