but for me personally, and I think for a lot of people, those points are not sufficient to justify the practice. I do agree that it would be unreasonable to expect the Seanchan to immediately give up the practice, considering your points but on the other hand it would be equally unreasonable to expect the Aes Sedai (or Aiel, or Seafolk) to be okay with them doing it. And it certainly is something that makes it harder to cheer for them - it's entirely intentional, of course, that RJ and now Sanderson keep harping on how solid rulers the Seanchans are, how they are rather good rulers for the average citizen, at the cost of the horrible treatment of one small group of citizens. A good way of keeping them grey and keeping them from being BFFs with the main cast, I'd say - the moment Tuon gives up that stance, if she ever does, she and her whole people become much less interesting from a plot tension point of view.
