The TP is the DO. When the Bore is drilled, it is to access the TP. That means the TP resides inside the DO's prison, and can not be accessed in any other way.

The way the series is going, I think that the Dragon's soul is somehow currently an integral part of the DO's prison, maybe even the front door. The reason why the Shadow keeps trying to convert the Dragon, age after age, is to open the DO's prison completely. Any other way just does not allow the DO complete access to the pattern. Even the Last Battle only serves to force the Dragon to give up. If the Dragon does not give up, the DO only has limited access to the pattern. As soon as the Dragon gives up, the front door opens, and the DO wins.
