The point is, if the randlanders got their act together, the seanchan couldn't stand up to them. Circles would make the sul'dam/damane combo useless.
Oh and having a go at the Aes Sedai for not being effective at fighting with the one power, since clearly their oaths have prevented them from ever actively participating. You dont ride a draft horse in the Grand National, you take a thoroughbred.
Maybe it would be better for the circles to be lead by those with experience and training (the Asha'man) in fighting the damane, but in circles of 5-6 it wouldn't really matter. No single channler could best a circle like that with the exception of the stronger forsaken and Rand.
