Note that at the Cleansing, the smallest circle which was led by an Asha'man, and a solo ex-damane were the most successful in routing the Forsaken, while the two largest circles, led by a Brown and a White, took casualties. When contemplating Aludra's dragons, Mat thinks they will be better than having channelers (who are more powerful, faster and more versatile than possibly even modern artillery) with an army, because Aes Sedai don't follow orders well, and he doesn't anticipate Asha'man being any better. Control over his channelers is vital for any general to use them effectively, and that is what the Seanchan have. A Seanchan general merely has to give an order to his sul'dam, and he gets his firepower. Rand, Mat and Perrin all have to phrase their requests nicely, hope the Aes Sedai decide to cooperate, and then wait for them to split hairs over Oath Rod technicalities. And you know they'll never agree to work with Asha'man unless they are in total control.
