It's easier to release someone from a promise than an Oath, but either way, Aes Sedai has to follow it. If an AS swears "I will do what beetnemesis says," or swears to tell the truth and then SAYS "I will do what beetnemesis says," either way she's obeying my words.
(Although... Fridge Logic: The truth oath only applies to if you believe the words as you say it. That is, if a sister believes a lie, she can lie. So really, there isn't anything stopping an Aes Sedai from breaking a promise as long as she believes she will keep it at the time she makes the promise.)
