I thought RJ said we wouldn't be seeing anymore scenes in Seanchan proper. It's possible RJ could have changed his mind or Sanderson may have decided to changed that on his own, of course.
My first thought on reading the title, beyond the BT and WT, was actually Moridin's fortress described in the prologue of TGS. Such is the beauty of the title: it could refer to all or none of these possibilities.
