I think there's plenty of room - Edit 1

In fact... it seems like there's extra. But I might be saying that because I'd prefer Perrin have only 3 chapters again unless he quits complaining about being a lord. I'd be fine with Elayne having 3 chapters too.

Perrin: I hope his part is less than 8 chapters. The only thing worth reading from him is when he sees Byar/Bornhald/Galad and when Morgase is recognized. Then he meets with Rand at the end. The only other thing I want to read about him is doing cool stuff like fighting with the wolves but that's probably left for the 14th book.

Mat: I suppose the rescue will take 2 or 3 chapters. The build up to the rescue and cannon building sidestory 4-7 chapters. The post-rescue 2-3 chapters. Then he meets with Rand.

Egwene: I think Bethamin and Seta will show up at the WT soon, so she'll have to deal with her feelings on that. She'll have to deal with Gawyn, and then she'll find out that the Aes Sedai are captives at the Black Tower.

Rand: I don't think binding the Nine Moons will take too long once Mat is with him. I'm guessing that will be a funny part of the book. I don't think there will be any Gawyn trouble. Gawyn will find out about Morgase before he gets a chance to attack Rand.

As for the emotional stuff with Rand, I don't think he's "all better," but he's at least back to his CoT mentality and not trying to get harder. Moiraine arriving, finding out about Elayne being pregnant, and hanging out with all of his old friends is going to help a lot and it won't be a long process once it starts.

I don't think the Black Tower conflict will happen in book 13. That sounds like an Egwene and/or Rand thread (or maybe just Logain & Taim), and we know they won't be featured. I think that will be a big part of TG. It won't be resolved by book 14 because they'll be there to lead the shadow's armies, IMO.
