Why specify that if much the same is happening as did with the boy? I don't think the difference was merely the difference in orders. The weaves would have been similar, and Nynaeve would have said so.
Hence, my belief is that Grandal knew, in advance, that Rand could well use Balefire. She must have known Rand was near since Aran'gar would have been with her, and about him using Balefire, Moridin must have told her.
I'm certain we aren't done with Graendal yet. And I think Rand will have to face the fact that the deaths of all those people with Balefire was justified.
More importantly, I think this is what Graendal did to cause him pain of mind, as ordered. I doubt this was her lair. It could well be that Kerb was under a subtler compulsion under all the big weaves, to name a place that was not Graendal's at all.
