I think you need to go back and re-read most of the scenes Egwene was in. Maybe you are wearing or was influenced by Egwene-hater-lenses?
1) When the Tower split, Egwene told Moiraine she was glad that happened because now they wouldn't threaten Rand
2) When she was made Amyrlin, her inner thought was that the Tower had to be united so that it could be there to fight Tarmon Gaidon besides Rand, the Dragon Reborn
3) Towards the end of the most recent entries in the series, she becomes increasingly antagonistic towards Elaida as a leader because the first thing she knew Elaida would do is alienate or hurt Rand (which Elaida did, at Dumai Wells)
I think it is easy to forget that as far back as TSR, Egwene's thought was that Rand needs help. Rumours of her wanting to leash him are greatly exaggerated. And actually quite unsupported - she herself hates the a'dam and she agreed with Elayne and Nynaeve's actions when they tried to destroy the sad bracelets. If she was trying to "leash" him, she would have had a POV or something to that effect wondering how she could get her hands on the sad bracelets otherwise known as the male a'dam.
