You COULD make some sort of justification that the 10-seconds-ago Dark One would have saved Bel'al, thus making Bel'al reincarnated in the present, and it'd make more or less sense in some other series... but that's not how things work in WoT.

We're probably talking about 3-4 seconds, tops. That's if Moiraine puts everything she's got into a balefire weave. More likely we're talking about a fraction of a second at a time when the DO would've been glued to what was going on in the Stone. In fact, now that I think of it, almost the moment Be'lal is killed and Rand has Callandor, what happens? Freaking Ishy shows up to fight Rand again; you think Ishy's watching but the DO isn't...?
