4. Rand: As he did in Path of Daggers, he could have easily seized the source in private in order to hide his weakness. He does have some legitimate concerns about Lews Therin taking control, which is why Rand clocks in at #4
Rand is stupid. He actually tells Cadsuane and Nynaeve to embrace the Source because he senses danger but doesn't do it himself. Loss of an arm is the minimum penalty for stupidity IMO.
3. Cadsuane: She has a ter'angreal that blocks flows just like Mat's medallion. She wants Rand to be alive for the last battle. Despite these two facts, she does not lend the ter'angreal to Rand as the group walks into a situation everyone believes may be a trap. This has bugged me since it was revealed that she had this ter'angreal (she knows that Rand will fight the forsaken), but I digress. If the meeting is an ambush, there are pretty much two options: the Seanchan want to capture Rand or the Seanchan want to kill Rand. Either way, Rand is the obvious target*.
Cadsuane needs these more than Rand does. Rand is the strongest channeler in the world, with most of Lews Therin's knowledge. He can fight any of the Forsaken unaided, and has done so before.
2. Nynaeve: She's on this list for the same reason as Cadsuane. The main reason Nynaeve annoys me more is that she would want Rand to live even if he was not the dragon reborn. Also, as a minor point, Nynaeve has shown herself willing to lend out her weave-breaker ter'angreal to Alivia - Nynaeve's PoVs show that she isn't exactly buddy-buddy with Alivia.
Well Cadsuane told Nynaeve to give the weave-breaker to Alivia, and Nynaeve listens to her. Most of these people need protection more than Rand does. Rand can't fight the Last Battle alone, and his weaker allies need all the help they can get to make it that far. Nynaeve even admits that Semirhage came close to overwhelming them.
1. Min: Almost everyone is annoyed with Min for demanding to be present during this event, but I'll elaborate anyway. In Min's defense, her ability to view the Seanchan would be useful. On the other hand, if the meeting is a trap she would be a liability. I'd be more sympathetic towards Min if everyone but Admiral Akbar wasn't claiming that the meeting was a trap.
Her ability is completely useless. She didn't mention anything about Semirhage, and if she did, it would have alarmed Rand and been vague at best. Rand is to blame again. He brings his most powerful allies along, and has a whole army waiting to rescue him because he suspects a trap, and then brings Min along, who is for all purposes defenseless. A member of the Deathwatch could overwhelm her with ease, nevermind Semirhage. Rand would also put her safety above his own because he loves her, which he did. He didn't dodge the fireball because he thought Min was cowering behind him, which she was. He lost a hand for his double folly. What will be hilarious is if he takes Min up the slopes of Shayol Ghul to fight the Dark One... that would be a riot.

1. Maybe the ter'angreal only work for women. 2. Mat is a better person than any of them *NM*

I always assumed that the ter'angreal only worked with women, as well.
