I've never understood most of the issues with Perrin. People get mad at him for killing the man who broke his own code of morality to abduct Perrin's wife, while trying to abuse his superior position to induce her prostitute herself. People get mad at him for ignoring his mission to rescue his wife, which is not at all true.
In the early days, whenever I would read a quote of his around 'people tend to think of me as slow and thus stupid', I would think that this is because he is slow and stupid, given his actions in the early books He got better though
In the next book, he figures out that Rand can channel, and seems to understand how that affected Rand's behavior. Later on, he is the first to notice Rand's new change in demeanor that none of the girls pick up on until tSR. No one mentions it explicitly, and since we see Perrin through no other PoV character's eyes in tDR, we don't get to notice it externally, but even if he is not conscious of this fact, it is plain that the Shienarans have come to respect him in his own right, not just "because Moiraine says so." He does a much better job of standing up to Moiraine, and being right on more than one occasion than any other of the TR folks had to that point.
In the middle books, his biggest blindspots had to do with her misapplied perceptions of Faile, due to cultural differences (it's more than just the yelling thing). Outside of relationship confusion, he's really good in his assessments of people and situations.
