I'm curious to know what evidence you have to come to the conclusions above.
Elayne herself notes that she had grown in strength due to Jorin's training and that prior to the end of TSR she was not strong enough to lift a person. Egwne's own thoughts tell us that she is only somewhat stronger than Moiraine at the beginning of TSR, she notes that Moiraine would be in pain from holding as much saidar as Egwene held, but that means she wouldn't have burned herself out, thus Egwene was not significantly stronger than Moiraine at this point.
Egwene, Elayne and Aviendha all gain strength at a remarkable rate once they get a little push. Egwene went from barely able to channel to Aes Sedai levels of strength in like one month once the Seanchan captured her. Elayne began gaining strength rapidly once she had practiced with huge flows with the Sea Folk, Aviendha was clearly pushed harder than and Accepted from the first moments her ability was awakened. She went from completely unable to channel to level 11 in less than 1 year. Clearly strength gain is just as much a matter of training methods as it is inherent to an individual. Look at Talaan and Metara, both were at nearly their potential at age 18 or so ... Something unheard of for Aes Sedai. It's obvious that women can and do gain strength in rapid fashion under the right circumstances.
