and you are just rationalizing to make your point seem plausible - Edit 1

And every Yellow. In fact, we don't even know how many Yellows actually have the Healing Talent considering it is 'crude battlefield Healing' that they use. Many Yellows cannot perform the new Healing (which is the proper Talent). Flinn is undoubtedly an amazing Healer, but I'd also point out that he's probably also strong. Along with two middling sisters he fought off Demandred.

the Weaves are minor, but the Talent is still a pre-requisite. Note that Siuane's ability didn't diminish when her strength did, because it's tied directly to the Talent.

This is a big leap, and could have been simple flows of Fire and Earth, common to most men.

Nope, it's stated as AtM in the Companion "as a way to make metals stronger" ... Neald turns around and makes power wrought weapons ... this is pretty cut and dry

Weather
Once again, Windfinders practice in Air, and even Elayne managed to improve the thickness of her flows in time. Not a Talent in most cases.

Yet Semirhage would need to also be strong in Water and Air to have such ability with Healing and is outright stated as being poor with Weather. You are simply ignoring what doesn't suit your argument with this one. Cloud Dancing is a Talent, almost certainly there are varying degrees of ability amongst the Windfinders, and the Companion tells us Elayne had a good ability for it too, which, like what we see with Samitsu and her Healing ability explains being able to increase or decrease the modulation of the weave.

Reading Residues
at least 6 very weak Aes Sedai including

Akkarin level 34
Therva level 34
Shana Level 35
Nacelle level 36
Nisain level 37 (was stated as the best)
Reiko level 38

A minor Talent.

So? What difference does it make if it's minor or major? Fact is it's part of a trend. Talents exist at all levels of strength.

You may be right again, but once again, this Talent is present in 100% of strong people.

But we've also seen people struggle with it. Damer notes that he does. Aviendha, struggled with a second weave issue with it, just because there is a strength component to the Talent doesn't mean it is only about strength. Knowing that a strong Talent reduces the amount of strength necessary actually proves the point that a particularly weak Talent would increase the strength necessary.

Functionally all Talents are technically present in all Channelers, it's the degree of Talent that dictates the ability. All Aes Sedai can perform the Healing weave, but some, even as strong as Egwene can still only manage to heal a bruise no matter how much strength they add to the weave.

I'm not really going to fight too much about this. I don't think there is any doubt that weak people can have Talents. I've never disputed this, but I think this abovementioned list is a bit desperate.

In what way is it "desperate"? It's a simple listing of every known Talent we see in the books (excpet Seeing Ta'veren, Foretelling and Dreaming) and the weaker individuals that possess them ... I could have included Gitata at Level 19 or Melaine at level 17 for the last two if that would help.

Talents seem to have no connection to strength, you've still shown no evidence that your contention is valid.
