Although this is true, there are many ways in which this could play out. If the difference in raw strength between level 1 and ++1 is only 10% as I suspect it is, then it is likely that levels ++6 to ++1 all collapse and sandwich and become level 1-3 along with all those respective women. The high strength males are probably all in there somewhere.
Below that the difference becomes even less remarkable as a 10% difference becomes even smaller with each lesser level. Lower strength males may only have strengths of 20 and women of 18, but effectively they are the same, yet the 10% difference is there.
I never got a feeling of major disparity between the sexes at any stage of the series. The Forsaken were all fearful of each other at all times, despite their sexes. When the Ash'aman and Aes Sedai started working together it all seemed very equal. I would hazard to guess that the biggest differences between all these channelers would be the gender-specific strengths in the flows and Talents, more than strength. I actually think that channelers would consider each other equals even if a group of them differed by 10 levels. It's only when true issues of strength and weakness enter that people actually take notice.
