Namely:
"None of them [Suroth and Galgan] would listen to suggestions that they should be looking for allies among the people of this land, rather than enemies", seems somewhat strange.
After all, the Seanchan are military and politically cooperating with Altara, Tarabon and the Whitecloaks (or at least Asunawa & his Questioners now). We also now from CoT, ch.6, that Suroth and Masema had some connections, since Suroth apparently gave Masema a personal letter of protection (or was it forged by someone, maybe Semirhage?).
So, isn't Tylee aware of all this?
On a side note, do you think we'll ever learn about the background of Masema's apparent dealings with Suroth? Before he dies, Masema doesn't think about a possible alliance with the Seanchan, but just that he should go to Almoth Plain to take charge of the Dragonsworn there. Maybe Suroth will tell Tuon some things, yet. Otherwise this might be one plot detail which remains unresolved, since Masema and his men are anyway gone now.

That would be a great twist--- Elza could end up saving Rand from his own ability to kill a woman
