If that. Many statements in the Companion make it clear the difference between two levels is not much. You may need a 4 level difference for any significant difference to start showing, I think.
Contrary to this, I think the most pertinent example will always be Aginor who is very strong but strikes me as someone who never practiced with the Power. I expect someone weaker like Egwene who is strong in several flows and dedicated to self-improvement and practice could sit among the Forsaken if it came to it.
Yup. Things like skill, strength in the Five Powers, dexterity, etc. matter. And practice. Egwene excelled in all those, and I do think she could throw her weight against a Forsaken and give them a very hard time.
