Rahvin was actually fairly confident of his own strength in his PoV.
They all are. But note that he also doesn't think the women wouldn't be a threat. I mean, Mesaana seems to think she matches Semirhage on most counts, yet that just doesn't seem to be true based on what we see. So I give little weight to most of their personal assessments of ability.
It isn't sourced, just based on what we see in the books, and on RJ's statement that the top six were pretty stable, and included those I named.
Rahvin could potentially have been this strong. I think its unlikely though, given that so much has been made of Ishamael and Lews Therin's great strength in the Power. If anything, Rahvin would have reflected on his strength - they like to cling to all the aspects that allow them to maintain their egos. That's also why I find Semirhage's strength less likely... Semirhage openly likes to reflect on her greatness and skill, and yet she never mentions she's as strong as a woman can be. I don't really see how Lanfear could pull off this sort of vanity, and Semirhage not. She's hates Lanfear so much that her entire PoV implies that Lanfear has a small one-up on her that she secretly envies.
If Rahvin is as strong as a man can be, it's difficult to imagine why he would run away from Rand for the duration of their battle. True, Rand had an angreal, but did Rahvin run away from every channeler with an angreal or sa'angreal in the War of Power? These are small little hints that all is not well with that strength allocation, which is no surprise. It's likely he's a ++3 or something, and he was scared he was facing a fully powered and trained Lews Therin. Rand was a bit of an enigma to all of them, after all.
Anyway, it's all frivolous talk. The list is clearly a shocking blight on the memory of Robert Jordon. I know it's a small thing, but some of us fans really cared, and it's clear that they did not. From what I can read, Cannoli is also not happy with other aspects of the book. I haven't read it in depth, but it's once again not surprising given the lack of care put into this book. I'm rather ashamed that I contributed to this little fiasco financially, but I've wanted to know the true strengths since I first read the series in the 90's!
