The Forsaken entries in particular have major contradictions with the books, and with RJ's own comments in some cases.
Added to all the previous flaws in this, it is clear that the "interpreters" of RJ's notes had little clue what they were doing when trying to decipher his thoughts on the One Power.
What happened to Terez's previous comment about seeing Semirhage at the same level as Nynaeve, by the way?
Graendal weaker than Mesaana? Semirhage equal to Lanfear? Rahvin equal to Rand and Ishamael?

I'm not even buying this book anymore, it has been so thoroughly debunked by now.
The list is flat out wrong.
Firstly, Terez did not have access to every bit of the notes, only those that were in the Citadel. If RJ changed his mind, or updated stuff, and that wasn't put in the Citadel, she'd have no way of knowing.
While there are clearly some mixups here in some cases, none of that means this list is "wrong". Terez herself pointed out that Cadsuane's strength was not firm in RJ's mind.
As for the Forsaken, we knew there were two levels between Graendal and Lanfear. I'm not surprised at Semirhage's placement, only Mesaana's, yet if we think about it, nothing at all contradicts any of this.
None of the levels are spaced very widely, and RJ always insisted that more than strength mattered in terms of who was the best channeler.
