There is so much confusion and dubious interpretation by the authors of this article. It seems pretty clear that RJ only noted down the most superficial of details of his One Power system, while keeping the bulk of the nuance and deeper knowledge in his head.
For starters, which is it now? 66 levels of all females or 66 levels of Aes Sedai? Or is it 60 levels of Aes Sedai? Or 60 levels of all females below Nicola?
If the 12 new levels were added specifically for Nicola and the Supergirls does that mean Nynaeve is on level 1 of that new list? What then about the females who are stronger than Nynaeve?
Another thing: It seems obvious that the levels are not equidistant from each other. As we see, the longevity gain is not consistent across the 72 levels.
Lastly, if Moiraine is indeed on around level 14 or thereabouts - meaning only 13 or so levels below Lanfear (or is that Nynaeve), then it is clear that volume of power channeled has a non-linear relationship with "stuff that you can do with the power".
Meaning that a small increase in volume channeled (strength), ceteris paribus, results in a very large increase in the physical effects you can achieve with the Power.
It would seem evident then that 5% more Power results in for example a fireball twice as big as that which you could create without that extra 5% of Power.
So while "strength" as such might increase in linear fashion, it is in fact a linear representation of some type of geometric "channeling effectiveness" growth.
Daigian can barely launch a fireball. Verin or Alanna can toss fireballs all day long, interspersed with earth eruptions and fists of Wind etc. They are 2 times as strong as Daigian on the strength scale, but their fireballs aren't merely twice the volume of Daigian's. Instead, they are more like 7 or 8 times as lethal as Daigian is.
In short, this list does not make clear what the real world difference in channeling effectiveness is of people on the scale, even if we put aside for a moment their differences in skill and dexterity.
I don't think the current authors really understand RJ's real intentions behind the One Power "Power Distribution". Power as in what people at different levels can actually DO with saidin or saidar.
Well, I think it's always been intuitively obvious that every channeler is fairly unique in their abilities. Talents and Flow strengths play roles in what effects an individual channeler is capable of and RJ seemed rather uninterested in strength as a raw measure. In fact, he went out of his way to illustrate that as stupid way to measure ability.
