Tor has begun the process of revealing entries from the encyclopedia. Not too shockingly, the first one turned out to be about OP strengths.
While there is an abrupt transition in there from OP strength to the correlated life expectancies for each level, what roughly tracks is that there are 72 "base" levels of strength for women which are considered "strong enough to reach the shawl", of which levels 61 to 72 were added after the appearance of Nicola, Elayne, Egwene and Nynaeve. Each of these levels also has internal gradations.
It appears there are 6 levels of male strength above female strength no. 72. But the text makes explicitly clear that not only are these levels not so great in raw terms, but that female dexterity means a level 72 woman and a level 78 man are pretty much evenly matched in a one-on-one stand up fight.
The same is the case with life expectancy. At any given level, a woman will live 10% longer than a man of the same raw strength.
While no such statement is made in the text, it could well be that dexterity also adds approximately 10% more "punch" to a woman's strength. I'm only speculating here.

I think you're speculation is right, the only comment I have is that the end passage of the text seems to be contradicted by the following passage, which in of itself doesn't quite make sense so is likely incorrect, and whether the no shouldn't be in there, so that the dexterity does make them a match:
"Still, one-on-one, looking only at pure strength and avoiding the advantages of dexterity, length of practice and skill, the top level for a man was usually no more than a match for the top level for a woman"
