Article section: In order to become Aes Sedai an Accepted must complete a test that assesses her ability to weave saidar and her ability to remain calm under extreme pressure. If an Accepted fails she is put out of the White Tower, there are no second chances. There are cases in which an Accepted dies during the test but these are not commented on by the White Tower, it is seen as a great failure to have lost an initiate.

So if an Accepted fails she either leaves and eventually joines the Kin or dies; most fail long before they get there, so by extension if we wonder what happened to the ones who didn't become Kin, they most likely died.

In any case, even if there's a smaller number than I first guessed, that doesn't really matter to us. Less than one percent of humanity can channel, yet it seems more than half of the WoT cast can. Where's my lady adventurer, dammit!?
