And just their headquarters are in Ebou Dar? The Knitting Circle or whatever?
And for the women who don't join the Kin, I think they mostly just lie low. There's pretty bad feeling toward Aes Sedai in most places, and these women don't even have the weight of the Tower. They're left all alone. I'd imagine that they try to hide what they are and get on with their lives. Furthermore, I think most are probably afraid that the Tower will come down on them pretty hard if they advertise openly that they can Channel but aren't Aes Sedai ... because that would be impersonating Aes Sedai, and we can't have THAT, can we?

As for lying low, that seems likely. But, as we've been told- over and over and over again- channeling is a bit like a drug. It can be addicting, to the point where being unable to touch it because of being stilled can drive a person to suicidal depression.
So, a woman fails the Aes Sedai test. Maybe she screwed up a weave, maybe she started crying when Trollocs attacked, whatever. Now what? She still has the ability to shoot fireballs, make Illusions, Heal (I think advanced Accepted are taught Healing, right?), and any number of other things. So what, she just goes off and doesn't do that?
That's what the Aes Sedai believe, but I'm highly skeptical- as are our Wondergirls whenever they think about it. I can see not trying to set yourself up as a sorceress-queen, but being the protector of a village isn't that far fetched.
And, not everywhere hates Aes Sedai. True, many places are a bit nervous, but the Borderlands and Andor all have friendly Tower relations.
(Finally, going around saying "I can channel, but am NOT Aes Sedai" is the exact opposite of pretending to be Aes Sedai! Although I can see how, if they wanted to, a real AS could still get mad.)
I amuse myself.
So... did all Accepted who failed the Aes Sedai test just become Kin?
