So... did all Accepted who failed the Aes Sedai test just become Kin?

Because, it seems to me that it takes a specific kind of person to want to join the Kin.
First of all, you have to live in Ebou Dar. An... intense... city, to say the least.
Second, you have to want to be whatever their equivilant of a Wisdom was.
Third, you have to live in fear that the Aes Sedai are going to come down on you if you're ever discovered.
As we saw in New Spring, specifically from Moiraine's test for the shawl, Accepted know a lot of stuff. They don't know some of the ultra-secret Aes Sedai and Ajah weaves, but they know a lot- and sometimes you can even learn some of those if you keep your eyes open (Like Elayne learning the Warder weave).
So... where are all the others? Not the ones put out of the Tower for being unable to channel much (like Morgase), but the ones who lacked the serenity, or talent, or desire to become Aes Sedai? Why aren't there Tower-trained bodyguards, assassins? Where are the Hunters for the Horn that know enough to throw a fireball, but maybe couldn't walk through the Accepted ter'angreal all three times?
Channelers live a LONG time, and the Aes Sedai have very high standards. In tGH, doesn't Elayne say something like only about 1 in 5 become accepted, and the same for accepted to Aes Sedai?
