The sul'dam are able to force because they're in a link. The a'dam likely prevents overdrawing, or it could too easily be used as a weapon by women ready to give up their lives to kill their sul'dam.
As for the others, it never made much sense to force women. Strength in the OP was less of an issue for women of the Tower in the LB than skill. They had links and angreal enough to match anything that was lobbed at them. Their issue was not being skilled enough, and forcing doesn't change any of that.
Plus, who knows what a Novice who overdraws will do? Its ludicrous to assume all of them will only kill themselves. What if they take 20 others with them? Its too unpredictable, and therefore stupid.
Forcing under supervision is not the same as letting them run wild. The Black Tower kept the Asha'man pretty well under control with their forcing, and that was with the taint and madness on top of it all. It should not be too hard for Aes Sedai to drive novices in similar fashion, with less loss, since there is no taint to worry about. The only real One Power superiority of the Aes Sedai over other groups is in the scope and breadth of their knowledge. At practical channeling and recruiting and other things, the Wise Ones, Windfinders, sul'dam/damane & Asha'man kick their assess. The Aes Sedai know more tricks, but that doesn't amount to much on the battlefield. Militarily, the Aes Sedai are like the Modern Major General of Pirates of Penzance, whose base of knowledge and considerable education was apparently at the cost of military expertise.
